The gram panchayat got funds sanctioned from the DMF in the name of a road and then allegedly pocketed the money by showing an old road. This serious matter emerged from Dhonga gram panchayat in Deosar block, where about Rs 25 lakh was spent in the name of building a new road, although the road at that spot had already been newly built around 10 years ago. After the matter surfaced, officials of the Rural Engineering Services department, along with responsible officials of the block and district panchayats, were reportedly waiting for an auspicious time instead of taking cognisance and starting an inquiry, even though it was a very big matter. About Rs 25 lakh of DMF money had been spent, yet the condition of the road was the same as it had been about 10 years ago.<\/p>\n
It was said that about Rs 25 lakh was sanctioned in Dhonga panchayat for constructing a new Chhuhiya approach road. According to villagers, however, this road was newly built around 10 years ago, and grade cutting work was also done at that time. The alleged scam involved funds from the District Mineral Foundation head.<\/p>\n
Villagers also said that work went on for about four days to make the 10-year-old road appear newly built: a JCB machine was used to push soil from the surroundings onto the road and some gravel was also laid, but the road was not even repaired properly. Since the road was old and funds were sanctioned in the name of new construction, villagers said the scam was committed as part of a complete conspiracy.<\/p>\n
According to villagers, the four days of work to spend the money in the name of new road construction was carried out through a person named Rangilal.<\/p>\n
The contractor system was not applicable in panchayats, yet the sarpanch and secretary got the work done through a contractor, which they said was an injustice to the village labourers.<\/p>\n
While showing the old road as new construction, the sarpanch and secretary did not notice that a culvert had been built at the same spot about 10 years earlier. If no road had been built, what need would there have been for a culvert?
