A report of the Comptroller and Auditor General (CAG) on the implementation of the Pradhan Mantri Khanij Kshetra Kalyan Yojana and the District Mineral Foundation Trusts in Chhattisgarh has pointed to large gaps in planning and record-keeping. The 82-page performance audit covers the years 2015-16 to 2023-24 and was reported on October 8.<\/p>\n
Up to 2023-24 the trusts received \u20b913,101.65 crore and spent \u20b910,253.22 crore. In 12 sampled districts, \u20b94,870.19 crore, or 79.18 percent of \u20b96,150.42 crore received, was spent without annual plans or budgets. Another \u20b9709.47 crore was allotted to beneficiary schemes without first identifying the affected people.<\/p>\n
The audit also found \u20b941.80 crore of spending on incomplete works and unused assets, and \u20b930.73 crore on 80 projects outside the priority areas, including gates, gardens and office buildings. In 11 sampled districts, 754 of 1,734 directly affected villages were left uncovered.<\/p>\n
Korba figures in the report in two ways. The trusts of Balod, Bilaspur and Korba transferred \u20b91.68 crore to a state-level DMF cell despite a 2021 direction from the Government of India, and the CAG says \u20b910.82 crore remained with the state cell as of March 2024. The state disputes this. The audit also noted that procurement records in all 12 districts were kept in loose files and that Korba's were not in chronological order.<\/p>\n
Korba is among the main coal-mining districts of the state, so the way mineral funds are used there matters directly to families displaced or affected by mining. The CAG does not decide criminal liability and does not link its findings to the separate investigations by the Enforcement Directorate and the state anti-corruption agency.
