The Murwara area was an old and important part of the railways. After train services towards Bilaspur, Allahabad and Jabalpur began over the previous 10 years, the pace of rail development picked up and a South railway station was also built. To improve this facility, the railways spent crores of rupees and built a foot overbridge at Murwara station so that passengers could easily reach the South station.

But the bridge had by then become a source of problems rather than convenience. Passengers and local residents said that after 7 pm anti-social elements became active there, creating an atmosphere of fear. There was neither GRP patrolling nor RPF monitoring.

The situation was so bad that the overbridge had become a shelter for stray cattle. Large numbers of animals sat there and spread filth, forcing daily passengers and ordinary people to walk through the stench and dirt. Even so, the responsible railway departments were turning a blind eye.
